MANDATE meaning according to Black’s Law Dictionary – A written command given by an authority to an agent (member of public), a contract by which one person requests another person to agree voluntarily to a service. It only becomes effective when the mandatory agrees. It is only mandatory once you agree to do it, if you do not consent to the request, you are not obligated under the mandate to comply. There is a difference between a mandate and a law.
